The Maritime and Coastguard Agency (MCA) implements the government's maritime safety policy in the United Kingdom and works to prevent the loss of life and occurrence of pollution on the coast and at sea.

HM Coastguard (HMCG), a directorate within MCA, is responsible for six functions, search and rescue, pollution response, vessel traffic monitoring, maritime safety, maritime security and accident and disaster response.

We now have a vacancy within the HMCG directorate for a Coastguard Information Data Lead. Here you will lead a small data team which is responsible for collation, analysis, interpretation and issue of Coastguard incident and other operational information and fatal incident review processes on behalf of HMCG. This is a pivotal team within the business as there is a responsibility to ensure all relevant information is collated on request from Coroner Offices and Fatal Accident Inquiries. There is also a requirement for the team to liaise with relevant business areas and senior stakeholders on request.

The office location for this role is in our Southampton HQ. Occasional travel throughout the UK will also be required.

Job description

Responsible for; as the subject matter expert; the analysis of HMCG incident data , providing the expertise to manage data analysis projects for HMCG and wider Maritime & Coastguard Agency (MCA) business areas to support consistent national procedures, processes, strategies and policies. Providing weekly/monthly reports into HMCG Governance meetings, supporting business areas with incident/fatality data such as drowning prevention team and liaising with external stakeholders.

Acting as the HMCG liaison officer with the MCA data Team, keeping an oversight on all data analytics work being undertaken.

Responsible for the creation and management of HMCG PowerBI reports, ensuring consistency of figures throughout the agency.

Responsible for the publication of HMCG statistics through MCA Comms team to DfT and external Stakeholders.
 

Responsibilities

Include but not limited to:

• Responsible for the coordination the capture of data by supporting all areas of HMCG to ensure consistent approach and create a new process for when data sources are required.

• Responsible for the management and monitoring of KPI's through PowerBI, to allow HMCG to identify and manage risks and issues within the Directorate. Liaising with the Head of HM Coastguard Operational Support.

• Responsible for the management of HMCG analytics by combining isolated data sets to create new and novel analysis opportunities, ensuring sharing of data at appropriate levels.

• Provide analytical support to all business areas within HMCG through incident data to ensure all key decisions can be supported with relevant evidence and data as required. This can include resource management, training requirements, standards outputs across all areas of Coastguard functions.

• Provide the operational knowledge and data analytics expertise to project manage capability reviews within HMCG.

• Responsible for the analysis of trends and data sharing with MCA Communications and Drowning Prevention teams to allow for timely media messages and local interventions.

• Responsible for identifying and monitoring emerging trends through the Post Incident Review process.

• Responsible for the Governance Board information requirements, which include, KPI Monitoring, management information in support of The Head of HMCG Operational Support, analytics for specific areas to assist with informing business decisions, fatality information, incident trend and impacts/outcomes to HMCG.

• Responsible for responding to data requests from internal and external sources (Parliamentary Questions, Freedom of Information requests, press queries, etc.)

• Support Navigation Safety Branch in the use of HMCG data, ensuring access to data sets and improving data capture where possible (AIS, VTM and VTS)

• Support the WaID data set on behalf of the MCA, liaising with the Drowning Prevention Team and ensuring the information is accurate

• Responsible and accountable for the fatal incident review process. This will include: accurate recording and monitoring of information, including inquest dates, information/data required by Coroner offices, liaison with HMCG operations to ensure information is being submitted on time and is accurate, adhering to regulations.

• Responsible for monthly reviews with key stakeholders on fatal incidents which may impact HMCG/MCA.
