Job description

The Maritime and Coastguard Agency (MCA) are currently looking to add quality to The Future of Shared Services (FoSS) Project, specialising in finance, through the addition of a new Business Partner. The Future of Shared Services (FoSS) Programme will design, build and transition the Department for Transport (DfT) to a modernised Enterprise Resource Planning (ERP) platform in 2022, impacting 18,000 people across 5 different organisations within the public sector.

Reporting directly to the Strategic Finance Partner, you will directly manage the income and expense aspects of Finance ‘FoSS’ implementation stream, across all strands of MCA Finance. The nature and importance of this work means you will have the opportunity to work closely with colleagues in Finance and Procurement, as well as other wider areas of the MCA and DfT.

Your role will be to ensure a cohesive implementation of the high profile FoSS project, providing MCA Finance and the wider MCA with appropriate Finance business solutions and accurate reporting, compliance and recording of data.

Role Responsibilities include (but are not limited to):

• Being accountable for the successful implementation of a finance accounting and information system(s) into the MCA.
• Acting as subject matter expert on functional areas such as Purchase to Pay, Record to Report, Order to Cash, Cash Management, Project Accounting VAT and Expenses.
• Inputting to and communicating the changes of new organisational processes.
• Managing stakeholder relationships with MCA professional users, DfT project team and other relevant stakeholders in HR and procurement.

This role will involve some occasional travel with the possibility of overnight stays. If not based in Southampton there will be a required to travel to this office, this is estimated at 1-2 times per month. There may be times when longer hours are required to meet project deadlines including some weekend working.
 

Responsibilities

About You

To thrive in this role, you will be a qualified accountant (CCAB or CIMA), possessing a strong understanding of finance systems, processes and functions. We are looking for a self-starter, who is an experienced problem solver and able to make informed, evidence-based decisions, make robust recommendations by always identifying positives, negatives, risks and implications, all exemplified through your first-class stakeholder management qualities.

We would love to hear from individuals who hold a clear understanding of stakeholder models and frameworks, demonstrating both excellent written and verbal communication skills. Applicants have proven practical experience of project and change management in finance, combined with a working technical knowledge of IFRS, Financial Reporting Manual (FReM) and Managing Public Money.

You are exceptionally well organised and take a flexible approach to your work, able to effectively manage and prioritise a busy workload. You are a driven, proactive and detail-focused individual who strives for quality outcomes in everything you do. You look at the bigger picture and take a positive approach to solving problems, thinking ahead to anticipate and address any risks before they occur.

The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.
