Job description
We have an exciting opportunity here at the MCA for a Deputy Head of Talent and Development. Accountable for day-to-day operational management of the Talent & Development team you will ensure workstreams are designed and prioritised appropriately in support of the MCA business strategy meeting all key results as agreed with stakeholders. Working closely with the qualified Scrum Masters and design specialists in the team you will demonstrate considerable expertise in balancing responsibility as scrum Product Owner, with that of functional line management – you will lead this fast-paced, delivery focused, dynamic and multiskilled team whilst respecting the non-hierarchical self-directing culture of a scrum team.

• Inspiring leader and trusted partner
• Expert communicator

About you
You have designed leadership and/or behavioural change programmes that implement business strategy and evidenced their impact. You are familiar with the practical application of Agile/Scrum practices and ceremonies and have managed a multidisciplinary team who may or may not have used Agile/Scrum. Your coaching skills are exceptional although you don’t have to be formally qualified, we can help you achieve that. You are probably quite the pedant when it comes to getting objectives, key results or acceptance criterion unambiguously defined. You present naturally in front of large (200+) or small (~6) groups of people and are equally at home workshopping the latest strategic plan with senior executives as you are teaching interns strategic planning principles. You are brave, bold, curious and humble, you can learn anything and know there are experts out there who know far more than you.

The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.

Its responsibilities include coordinating search and rescue (SAR) on the coastline and at sea through His Majesty's Coastguard (HMCG), ensuring that ships meet international and UK safety standards, monitoring and preventing coastal water pollution and testing and issuing Merchant Navy Certificates of Competency (licences) for ships' officers and crew to STCW requirements The organisation is led by Virginia McVea its Chief Executive, who took up post in February 2023.The MCA are chiefly responsible for the syllabus and national training standards issued by the Merchant Navy Training Board (based at the UK Chamber of Shipping).
