Job description

This is an exciting time to be joining our growing Rail Data Policy and Projects team. You will be at the forefront of designing policy and delivering projects that will drive improvements to the use of rail data within the Department and across the rail industry. Our team will play a key role in setting the Department’s strategic direction on how we access, use and share rail data in an open and collaborative way.

You will deliver on the Department for Transport’s (DfT) objectives to unlock the value of rail data, which has become a key priority for our Ministers and senior leadership team.

The Department is working closely with the rail industry to deliver an ambitious programme that seeks to use data in innovative ways to deliver improvements to rail passengers and open the industry up to innovation. DfT’s leadership and engagement with the industry is key to achieving good outcomes and you will play a key role in delivering a range of projects focussed on improving the value of data.
 

Responsibilities

As Senior Rail Data Policy Advisor, your key responsibilities will include a blend of policy and project delivery within a technical context, including;

• Delivering on the data pillar of the Rail Sector Deal, a fundamental part of the UK’s Industrial Strategy
• Playing a key part in delivering the Departments commitments under the Joint Rail Data Action Plan.
• Working directly with DfT’s partners and the rail industry to design and implement projects that will maximise on opportunities to accelerate the use of innovative technologies and methods of using data to improve passenger services.
• Leading on engagement with the external rail data community to seek out new data sources and to assess their quality and suitability against established use cases.
• Working closely with the Rail Reform Programme team, as well as the central Data Unit in DfT, to implement our strategy by using evidence and rigour to develop new policies that will deliver on our rail data objectives.
• Line management responsibilities for 1 x Rail Data Executive.

You will have the option to be based in London attracting the London pay scale, or in Leeds or Birmingham attracting the national pay scale, with occasional travel to London.

About you

You will have outstanding stakeholder management and interpersonal skills to build positive relationships with internal teams and senior leaders across the Department and rail industry. You will be a trusted advisor, with the credibility to influence and challenge effectively to support policy decision making.

You will be an innovative and strategic thinker, and be knowledgeable and competent to work on technical issues around data, systems and architecture, including the commercial context.

You will display an awareness of policy development and project management techniques, and a willingness to further develop your skills to lead multiple workstreams and deliver successfully in a changing environment.

You will be adaptable and flexible, adjusting to the requirements and strategic direction of the business.
