Job description

We have an excellent opportunity for a dedicated individual to work within our team here at the MCA as the Counter Pollution and Salvage Policy Support Officer, where you will support the development of the UK's Maritime Pollution Prevention, Preparedness & Response policy and strategy. Reporting to the Head of Counter Pollution and Salvage, you will play an active in role in the development of new procedures and policies by providing vital administrative support to the team.


Your responsibilities include but are not limited to:
- Support the Head of CPS in the development and management of counter pollution and response policy and doctrine
- Assist the Head of CPS in the assessment and determination of Ship to Ship Transfer Oil Transfer Licence applications
- Liaise with and support the regional CPSO's in their routine activities, monitoring the consistency of CPS policy and standards
- Provide administrative and governance support to OPRC Plan management and audits and, where appropriate, the delegated provision of advice to ports, harbours and oil handling facilities on OPRC related matters
- Support the day to day response to maritime incidents, for both potential and actual oil pollution in accordance with MCA Policy, local, regional and national arrangements and the National Contingency Plan
- As the Marine Response Centre Room Manager, lead on the production and quality control of relevant documents and instructions, and assist with record keeping for all major incident responses,
- To be the focal point for CPS input to the post mission review process and the review of OMS guidance, liaising with the other components of CPS delivery to deliver appropriate input
- Monitoring the continuity of longer term response activities and the recording of information, ensuring that relevant information is collated and that actions continue to be pursued through liaison with relevant stakeholders
- Support the planning and execution of CPS training and exercising as directed by the the COS Training Lead or designated exercise co-ordinator
- To maintain the integrity of the CPS SharePoint site and associated documentation, ensuring the validity of all document structure, identification and version control
- Lead the administration of the Oil Pollution Emergency Plan (OPEP) review process.

Important information regarding Vetting Checks
Due to Covid-19, there is less capacity to complete National Security Vetting checks. Vetting is being prioritised for staff either directly involved in the HMG Covid-19 Response or roles in a limited number of agreed high priority areas. Therefore, in some instances, following successful BPSS pre-employment checks, the successful candidate may commence employment on the premise that NSV higher security checks will be conducted once normal service levels resume. Should NSV checks prove to be unsuccessful, an alternative role, not requiring NSV clearance, will be identified within the department.

If this is not possible the start date for some campaigns will need to be delayed until vetting has been completed.

A full UK car driving licence is required for this role.

Special Features
The post holder is expected to take part in an out of hours on-call regime to support pollution response operations, this might include travelling at short notice, including overnight stays (national) and occasional unsociable hours.
The post holder may be required to attend incidents `in-the-field' in difficult physical and environmental conditions.
A health assessment is required (organised by MCA).
