About the job Summary

We have a fantastic opportunity to join the Forestry Commission HR Directors’ Office in the Commissioners’ Office team. This role spans Forestry England and Forest Services (FS) and works very closely with our colleagues in Forest Research (FR).

Forestry England, FS and FR are all agencies of the Forestry Commission (FC). Forestry England looks after more land and trees than any other organisation in the country, shaping landscapes for people, wildlife and timber. FS is the department responsible for protecting, expanding and promoting the sustainable management of woodlands. FR is the principal organisation for forestry and tree related research and is internationally renowned for the provision of evidence and scientific services in support of sustainable forestry.

This role reporting to the HR Director will be a job share working 3 days per week, Wednesday, Thursday and Friday. A Wellbeing Advisor reports into this role and manages the staff wellbeing programme integrating wellbeing into everything we do. You will partner with your job sharer to lead on all diversity and inclusion matters, ensuring legal compliance with equality legislation and going beyond compliance to promote and encourage a culture of inclusion. This culture benefits us both as a service provider on the public forest estate, within the FC workforce and with wider customers. Your expertise will not only be beneficial internally as you will work closely with colleagues across the Civil Service, predominantly Defra and with partner organisations who support events such as Forest Live.

Job description

Key deliverables include:

Wellbeing

Wellbeing offer for staff. You will be accountable for ensuring this is successfully embedded across the organisation.

• Overall lead for the FC wide contracts for Occupational Health and Employee Assistance Programme.
• Lead and inspire a Wellbeing Advisor in your team who has deliverables such as project managing the implementation of the wellbeing offer, leading the network of mental health first aiders and wellbeing champions and managing wellbeing improvements following our staff engagement survey.
• Lead on Wellbeing Covid-19 Policy response.

Diversity and Inclusion (D&I)

This role (job share) is accountable for creating a diverse and inclusive culture for staff and for visitors across our public forest estate.

Grow and develop D&I expertise and experience within the FC, using a maturity model to embed learning and ownership of D&I initiatives within the Forestry Commission.

Be the driving force behind important D&I priorities for the Forestry Commission as we seek to increase the diversity of our workforce and visitors to the nations’ forests. Grow and develop an inclusive culture and embed best practice within our organisation.

Implement our new 2020-2024 Diversity and Inclusion Strategy, with 5 key goals:
- Develop a more inclusive culture
- Grow a more representative workforce
- Listen and use diverse insights to inform development of policies, services and programmes
- Learn, improving our EDI capability and confidence
- Share our experiences and learning, raising awareness, reporting progress and celebrating success.

• Provide a professional lead expert service ensuring our statutory duties and requirements are met.

• Produce and publicise annual monitoring reports and gender pay gap reports to report our progress.

• Oversee and advise the business on equality impact assessments ensuring best practice is shared and feedback acted upon.

• Work closely with our Workforce Policy Manager on improving our policies and procedures with a Wellbeing, Diversity and Inclusion focus (e.g. family friendly policies).

• Work closely with HR colleagues to integrate Diversity & Inclusion as a golden thread throughout induction, leadership development and key processes.

• Support our current Employee Networks (e.g. LGBTQ+ Supporters Network and our BAME Inclusion group) and the creation of new Employee Networks when requested.

• Working alongside our Inclusion Ambassadors in engaging, advising, coaching and influencing colleagues and stakeholders to encourage the right culture and behaviours across the FC.

• Work with members of the Executive Teams, Management Boards and leaders across the business on embedding an inclusive culture.

• Leading on a D&I Communications plan, working closely with internal comms to disseminate D&I and wellbeing communications across the organisation.

• Implement FC wide Diversity and Inclusion initiatives (e.g. Women in Forestry, Equally Yours and Inclusion Ambassadors to deliver the D&I strategy, monitoring progress and success.

• Drive business opportunities to make our organisation more inclusive. For example, you will work closely with operational teams to integrate Diversity and Inclusion into our site investment projects and ensuring our concerts for Forest Live are best in class.

Staff Engagement

• Lead and project manage our biennial staff engagement survey.

• Work with Executive Teams and leaders across the business ensuring that all areas have SMART and inspiring action plans in response to the results.

• Prepare Executive Board updates on staff engagement progress for the Executive Teams, Tier 1 Staff Council (Unions) and Staff Engagement Steering Group.

Other responsibilities of this role include management of our legal retainer on all matters related to employment.
 

Responsibilities

Essential

• Ability to take a pro-active lead at senior level and able to engage effectively at board level on all matters related to wellbeing, diversity, inclusion and staff engagement.
• Success in working at a senior level in a complex, unionised environment with differing stakeholders requirements
• Success in providing first class advice to Board Members, Senior Managers and staff on all matters related to this role.
• Ability to provide professional support and advice on staffing matters related to wellbeing, diversity and inclusion.
• Ability to write exceedingly well in a manner that garners interest and support.
• Demonstrable experience of delivering high level D&I and wellbeing initiatives with measurable impact.
• Success in leading and inspiring a team.
• Ability to influence staff who do not directly report to you on achieving agreed objectives.
• Up to date knowledge of equality legislation.
• Ability to lead and implement policies, and papers on all matters related to this role.
• Strong data analysis skills, including experience of extraction, analysis, presentation and review. Experience of driving through improvements in areas which require attention.
• Project management expertise including techniques for planning and risk management; and use of project management tools including MS Project.
• Highly developed managerial, and effective and persuasive communication skills; and managing matrix-based teams.
• Experiencing of writing and presenting in an inspiring manner for business wide audiences.

Desirable

• Degree in a HR, Business or related discipline.

• Fully CIPD qualified (Chartered Member).
