Please note, while there are 2 posts advertised, one will be for a role in the Department for Transport (DfT) and the other will be for a role in the Driver and Vehicle Standards Agency (DVSA). The DfTc post can be based at London, Birmingham or Leeds. The DVSA post can be based at any DVSA location within the UK.

Job description

As a Health and Safety Compliance manager, you will manage the Health and Safety team, working across the business to ensure compliance with legislative Health and Safety requirements and challenge and influence positive safety outcomes.

There is an appetite for new thinking and new approaches to facing the future in the DfT and the H&S team has a crucial role to play in attracting and retaining the best people and supporting staff to thrive and flourish.

The role holder will act as a subject matter expert within the team, helping to shape and implement the Department’s Health and Safety vision and policies, the immediate and longer-term priorities aligned to future strategic direction.

As part of the process for continuous improvement, the successful candidate will also proactively ensure that a positive safety culture is nurtured and embedded throughout all Departmental practices working alongside key stakeholders, staff network groups and senior management teams.
 

Responsibilities

• Researching, developing, implementing and reviewing Health and Safety policies and procedures to reflect current and proposed legislation and to meet best practice standards.

• Ensuring that guidance and generic risk assessments and templates are regularly reviewed and monitored with sufficient communications and support for management teams to continuously promote a positive safety culture.

• Working collaboratively with key stakeholders to support the Health and Safety Lead. Embodying DfT vision and values, role modelling inclusive behaviours and proactively embedding a health and safety culture across areas.

• Developing and maintaining accurate and timely H&S monitoring and reporting arrangements through a regime of auditing, assessments and inspections that seek to provide assurance of compliance with legislative requirements to the Health and Safety Lead and Departmental senior management teams.

• Actively seek new ways of working to promoting Health & Safety awareness and training to foster improved engagement and capability for all staff and to all areas of the business.

• Proactively monitor accident and incident recording and reporting systems and ensure active involvement and investigation with all serious incidents, including the generating of trend and final reports, to ensure lessons are learnt and shared quickly to prevent reoccurrence and to minimise negative effects such an incident may have in terms of reputation, legal, moral or financial impacts.

• Ensure collaborative and good working relations with Trade Unions and where appropriate resolving issues directly with union safety representatives. Attend Health & Safety Committees and other meetings including external meetings with a range of stakeholders as necessary and be the subject matter expert advisor to Managers at all levels.

About you

We are looking for someone with proven experience as a team manager who is capable of ensuring the team activities align to the development and implementation of strategies on Health and Safety, and who seeks innovative ways to continuously improve standards.

You show resilience and remain calm under pressure, which enables you to manage conflicting priorities with ease.

You are flexible in your approach to work and if unexpected pieces of work are presented, you can take them forward with confidence, understanding how everything fits together for the bigger picture.

Your excellent IT skills support you in understanding and analysing complex data and information, which you can translate into comprehensive reports to be received by all levels, including senior staff.

You have current working knowledge of the processes and procedures in response to COVID-19 and you understand the needs and requirements to able to work dynamically when changes occur rapidly.

Qualification Information

For this post, you must hold a NEBOSH Certificate or equivalent qualifications, or be currently working towards obtaining them.

• Proven experience of leading a data driven approach for continuous improvements and successfully delivering a challenging work programme.
• Strong evidence of being a team player, working flexibly and at pace
• Proven experience of partnering with and delivering through senior stakeholders and Trade Unions.
• Strong drafting and writing skills with the ability to translate complex data and information into meaningful narrative which is easy to understand and has impact.
• Confident at presenting and delivering training materials to a variety of audiences using varied methods of communication to engage staff on topics, using diplomacy when required. Also able to demonstrate resilience in the face of challenge.
• A track record of setting high standards and goals to deliver results at pace in a complex and demanding environment across multiple work areas.
• A proven track record of having facilitated, negotiated with and influenced stakeholders to achieve results.

Interviews/assessments are likely to be held from w/c 29th March 2021.
