Important information regarding Vetting Checks

Due to Covid-19, there is less capacity to complete National Security Vetting checks. Vetting is being prioritised for staff either directly involved in the HMG Covid-19 Response or roles in a limited number of agreed high priority areas.

Therefore, in some instances, following successful BPSS pre-employment checks, the successful candidate may commence employment on the premise that NSV higher security checks will be conducted once normal service levels resume. Should NSV checks prove to be unsuccessful, an alternative role, not requiring NSV clearance, will be identified within the department.

If this is not possible the start date for some campaigns will need to be delayed until vetting has been completed.

Job description

HM Coastguard is responsible for 6 functions, Search and Rescue, Pollution Response, Vessel Traffic Monitoring, Maritime Safety, Maritime Security and Accident and Disaster Response. The role holder is deputy to the Assistant Director with responsibility for the effective delivery of policy and standards for HM Coastguard.

The Deputy Head of Policy, International and Standards is accountable to the AD Policy, International and Standards for the delivery of HM Coastguard Policy and Standards across the Directorate, providing strategic leadership and creating the necessary structures to support the delivery of operational objectives. When required, will be expected deputise for the Assistant Director.

The post holder will be responsible for the creation of a culture of a high performing and professional public service which embraces innovation, appropriate risk taking, organisational governance, individual accountability and responsibility at all levels which delivers quality outcomes and improvements through learning and review.

Strategic collaboration with other Agency departments is important to maximise the efficiency and effectiveness of HM Coastguard Policy and Standards. Therefore, the Deputy Head of Policy, International and Standards will be required to support both their immediate business area and HM Coastguard Operations, as well as other directorates, ensuring policies/procedures are relevant and ensure compliance by assessing, analysing and facilitating reviews.

The role holder will be expected to work collaboratively with both internal and external stakeholders ensuring that the capabilities and responsibilities of HM Coastguard is understood, including our role as a category 1 responder. In addition, the post holder will be responsible for business continuity arrangements within the business area.
 

Responsibilities

Responsibilities include, but are not limited to:

. Responsible and accountable for the governance of the policy and standards streams, delivering to the highest standards and responsible for the financial control of programme, capital and admin budgets through the effective use of resource and efficiency savings

. To be an ambassador, representing HMCG at local, national and international fora when required

. Responsible for the delivery of policy and standards outputs, focussing on the operational requirements, identifying trends and analysing performance.

. Responsible for the business continuity arrangements for this business area and will work collaboratively with HMCG Senior Leaders to ensure that all business continuity arrangements are tested and fit for purpose.

. Responsible and accountable for the delivery of HMCG projects and programmes as necessary

About You

You have knowledge and experience of leading diverse functions in a fast-moving environment supported by compelling evidence of success in leadership roles and have a good level of management including the delegation of authority and responsibility of command functions. You will also need to have experience in emergency response operations at tactical and strategic levels and/ or knowledge of the maritime industry sector.

The role requires someone who is proactive and can ensure plans and activities reflect wider strategic priorities and comply with legal, regulatory and security requirements in service delivery. It's important you can clearly see the big picture and are aware of economic, social, political, environmental and technological developments to ensure activity is relevant and are able to work with others to bring together views, perspectives and diverse needs of stakeholders to gain a broader understanding of the issues surrounding policies and activities.

You will welcome challenge and be able to stand by, promote or defend own and team’s actions where needed. You are resilient, flexible and able to manage a varied workload with competing priorities. You have excellent communication skills and the ability to effectively build relationships with a variety of stakeholders across different cultures and industries.

Please note, due to the nature of the role you will also be required to undergo a Counter-Terrorist Check (CTC). Gaining CTC Clearance will normally require you to have been a resident in the UK for a minimum of 3 years, and only candidates who meet this requirement will be considered for the role.

Important information

The post holder is expected to be available as part of an on-call rota.

You will be required to work and travel on official duty within the UK and possibly short term visits overseas, representing the MCA and/or the UK, which may involve overnight stays away from home.

The role holder will be expected to participate in ongoing continuous professional development and this may require spending time away from home and the workplace.

Licences

A full driving licence for driving in the UK and a passport valid for international travel are required.

Allowances

£3,000 allowance for being on a 24/7 on-call rota.

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is counter-terrorist check.

People working with government assets must complete basic personnel security standard checks.
