Job Title : Business Process Diagnostic Lead (Analyst).

Department for Transport's (DfT) Future of Shared Services Programme is our flagship corporate transformation programme-helping us define the future of Corporate Services delivery across our core Department, and it’s Agencies (DVLA, DVSA, VCA and MCA). A complex, and pacey programme, we’re delivering:

1. A new suite of systems across Corporate Services: HR, Finance and Commercial
2. A re-defined Shared Services Operating Model
3. New corporate services operating models across our core Department and it’s Agencies.

Job description

We’ve an ambitious task ahead of us- with delivery set for May 2023, we need to ensure that all our colleagues have confidence in the new systems, understand how this will impact their roles and the processes they undertake on a daily basis. That’s why our Business Analyst role is so important.
 

Responsibilities

So what will you be doing?

We’re looking for someone to join our Corporate Services Operating Model team, supporting us to embed our new systems design across different stakeholder groups through a diagnostic approach in which we:

- Establish the off-system processes to support the standardised systems approach (adopt, not adapt)
- Consider the gap between operational process need and the Civil Service Global Design Principles.
- Build assurance and system confidence amongst process owners and leads
- Support relevant process owners to consider the level of change between their ‘as is’ processes and their new processes
- Support the production of process maps
- Support production of work instructions where required
- Work strategically with the HR FoSS Deputy Director to consider the overall level of change and impact across the Department
- Help assess business readiness for each of our phased go-lives across Agencies
- Consider the future impacts of system changes and releases on business processing, and how we manage this across a complex matrix organisation.

This will be a rewarding role for a bold, ambitious and innovative business analyst, who is looking to use their experience and skills to support the alignment of strategic design/business considerations with operational process need.

Main Responsibilities:
1. Work alongside the FoSS Head of Change and other Business Analysts to design, develop and conduct business process mapping workshops across DfT and its Agencies.
2. Maintain up to date knowledge of the Civil Service Global Design Principles to encourage a best practice ‘lean’ approach to off-system processes
3. Support Process owners across different groups to consider the level of change required to match their off-system process steps to the new, standardized systems by supporting change impact assessment activity
4. Build assurance and system confidence amongst process owners and leads by supporting pre-engagement system run-throughs (in advance of business process workshops)

What does success look like in this role?

Most importantly, you’ll have built excellent relationships with a range of stakeholders across DfT. You’ll have the trust ( and support) from the team around you to work collaboratively and crucially, at pace. Specifically, you’ll achieve:

1. Standardised sets of process documentation across the DfT family
2. Process Owners having confidence in the new systems, and having considered where and if processes need to change to meet strategic design principles and essential operational need (whilst being lean, simplified and standardised!)
3. A good forward look to ensure that any relevant system changes ( during our build phases) are impact assessed against the processes we’ve documented
4. Relationships with both Senior Stakeholders and process owners to help embed the cultural message of adopting, not adapting.
5. You’ll be confident that business areas understand what they need to do to embrace our new systems, and the changes they need to make to do it (working alongside your team).
6. You’ll have supported the team to consider what the programme means for business as usual practices and how we capture and manage future changes that might impact processing.

We are searching for a confident communicator who loves to collaborate with others and isn't afraid of challenge. You will be able to hold your own during challenging conversations, and be able to tailor your communication style to your audience, such as to explain technical information to a non technical person clearly and concisely. You work in a methodical way and can spot errors quickly and provide answers. Ideally you will have project management technical ability and an understanding or knowledge of Six Sigma principles. Also, you will have excellent knowledge of Microsoft Office suite.

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours, Strengths and Experience.

The application process with require you to firstly register your interest for the role, you will then be asked to complete a Verbal Reasoning Test. If you pass this test, you will then be asked to complete a CV & Personal Statement.

The second part of the application you require you to provide a CV that outlines your career history and the key responsibilities within each of your roles.

Please utilise the 750-word count to outline the following:

- Experience of dealing with diverse and challenging stakeholder groups
- Experience of business process modelling at pace
- Understanding of basic project planning disciplines

The sift is due to take place w/c 21st December.
Interviews/assessments are likely to be held w/c 4th January.

This interview could be conducted via a video interview, details of which will be provided to you should you be selected for interview.
