Job description

The High Speed & Major Rail Projects Group (HSMRP) is a strengthened and evolved Group at the heart of the Department for Transport, bringing together the leadership of all phases of the High Speed 2 programme, including the One Euston Programme.

HS2 is the largest infrastructure project in Europe and is at the heart of Government’s plans to build back better in response to the Covid-19 pandemic. The programme will provide much-needed rail capacity across the country, as well as helping to level up and rebalance the economy.

HS2 will see the development of a new high-speed station at Euston, which will be the London terminus for HS2. This will act as a catalyst for the regeneration of the Euston Estate and redevelopment of the Network Rail station at Euston.

We are looking for three ambitious Grade 7’s to join us in the HSMRP Group in taking forward a number of high-profile strategic priorities.

Successful post-holders will establish and maintain strong relationships with key stakeholders including HM Treasury, the Infrastructure & Projects Authority, the National Infrastructure Commission, Network Rail and HS2 Ltd.
 

Responsibilities

Your Role Responsibilities will include (but are not limited to):

• Stakeholder management. Each role will require the ability to develop key strategic relationships with our Arms Length Bodies, such as HS2 Ltd and Network Rail. You will also need to form strong working relationships with colleagues across Whitehall, such as Finance and Strategy colleagues, as well as HM Treasury.

• Project sponsorship. Post-holders will work closely with our Arms Length Bodies and play a leading role in ensuring that the HS2 and Euston projects are delivered on time and within budget.

• Leading management of our interfaces with major projects. Each role will require collaboration with colleagues across our Group to identify and manage cross-cutting risks and opportunities between the Euston delivery arrangements and the core HS2 programme.

• Group strategy and establishment of delivery arrangements. There will be a strong emphasis across all three roles on developing our Group strategy function. The Euston role has been developed in response to the independent Oakerveve recommendation to separate the Euston project from the core HS2 programme. The Funding and Strategy Manager roles will work closely with the Euston Directorate to help on new delivery arrangements and will also help establish new delivery arrangements for HS2 Phase 2b.

Things you need to know Security

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours, Strengths and Experience.

• Strong leadership skills, both of those in your team, others outside your direct management chain and stakeholders
• Numerical skill and confidence, ability to understand financial information and translate into policy advice
• Managing complex projects involving multiple stakeholders and delivering to deadlines
• Contract management and experience of managing negotiations on complex commercial issues
• Strong data presentation skills and an ability to convey complex information to a variety of audiences
• Knowledge of the rail sector and/or DfT
• Track record working in and leading teams related to project delivery, policy and strategy.

Interviews/assessments are likely to be held 25th November onwards.

This interview could be conducted via a video interview, details of which will be provided to you should you be selected for interview.
